Structure of the HNTE Recognition Process

The National High and New Technology Enterprise Recognition Management Work Leading Group Office, housed within the Torch High Technology Industry Development Center, handles overall coordination. At the local level, recognition is organized by science and technology departments at the provincial, municipal, and autonomous region levels, working with local finance and taxation departments. Each region also maintains subordinate offices responsible for implementing the process.  

Evaluating Enterprise Innovation Capability

An enterprise’s innovation capability is scored using four major indicators:

Enterprise growth indicators 20

Total score: 100 points Qualification threshold: ≥ 70 points  

Intellectual Property Evaluation Criteria

Intellectual property is assessed with the following sub-indicators:

  • Technological advancement level – 8 points
  • Core role of IP in main products/services – 8 points
  • Quantity of IP assets – 8 points
  • Method of IP acquisition – 6 points
  • Participation in formulation of national/industry standards – 2 points

 

Transforming Scientific and Technological Achievements

“Transformation” refers to applying scientific research to practical use, including:

  • Self-investment in implementation
  • Transferring or licensing technology
  • Joint transformation with third parties
  • Using IP as equity or capital contribution
  • Other recognized transformation methods

Note: If the same achievement is transformed across multiple regions or applications, it is still counted as one transformation.  

Evaluating R&D Organization and Management

Assessment areas and scoring:

  1. Organizational Systems: Internal R&D systems, financial accounting, and expense tracking – up to 6 points
  2. R&D Infrastructure: In-house R&D institutions and cooperation with domestic or international partners – up to 6 points
  3. Commercialization Support: Incentive programs and innovation platforms – up to 4 points
  4. Talent Development: Training, talent acquisition, performance evaluation – up to 4 points

 

Validity Period of HNTE Recognition

HNTE status is valid for three years from the certificate issuance date.  

Tax Incentives for HNTEs

Recognized HNTEs benefit from preferential tax policies, including:

  • A reduced corporate income tax rate of 15% (compared to the standard 25%)
  • Applicable from the year the HNTE certificate is issued
  • Valid only if the enterprise remains compliant with the Corporate Income Tax Law, its Implementation Regulations, and the Recognition Measures

Note: Enterprises failing to meet criteria or whose status expires must settle taxes retroactively.  

Cancellation of HNTE Status

HNTE status may be revoked under the following conditions:

  1. Fraud during the application process
  2. Major safety, quality, or environmental violations
  3. Failure to report significant changes or submit reports for two consecutive years

If revoked:

  • The status is announced on the official HNTE platform
  • Enterprises cannot reapply in the same year
  • Tax authorities may reclaim previously granted incentives
