Fujian Quanzhou: Nearly 40% of Invention Patents Authorized through Fast – track Review

Recently, Quanzhou Market Supervision and Administration Bureau reported that, relying on the Quanzhou Intellectual Property Protection Center, nearly 40% of invention patents in Quanzhou were quickly authorized last year, leading to a 15.2% year – on – year increase in the number of invention patents per 10,000 people. The patent fast – track pre – review channel has achieved remarkable results. The average authorization cycles for invention, utility model, and design patents have been significantly shortened, more than 90% faster than the ordinary channel, and the authorization rate has increased by over 60%. Quanzhou is aligned with the “955” modern industrial cluster layout. The classification numbers for patent pre – review services have been expanded to 158, covering key industries. 2,268 enterprises are in the fast – track review service, with 5,224 patents authorized. The “packaged” pre – review of core patents can be done in 7 days. 1,361 patent value assessment reports have helped enterprises with finance and technology revitalization, and the authorization rate of key research platforms has reached 98.1%.


Data Intellectual Property Registration Included in the Pilot Project of High – quality Dataset Construction in Jiangsu’s Industry and Information Technology Field

Recently, Jiangsu launched a pilot project for high – quality dataset construction in the industry and information technology field. It focuses on the “1650” industrial system, supporting key industries to build a “4 libraries and 1 platform” data governance system. The “4 libraries” are the industry data resource, technology, standard, and high – quality dataset libraries, and the “1 platform” is the industry digital – intelligence service platform. The initiative aims to promote data governance, circulation, and application.

“Data intellectual property registration”, an important part of the project, encourages applicants to solve data – related issues in advance. It offers rule guidance and institutional guarantees for dataset circulation, application, and revenue distribution. These requirements are specific measures to implement the data intellectual property pilot, effectively improving the quality and efficiency of data intellectual property registration and application in the province’s industry and information technology field.


Judge’s Insights | Judicial Determination of Effective Notices in Platform-Assisted Infringement of “Meme” Videos

This article focuses on the judicial determination of effective notices in platform – assisted infringement of “meme” videos. Youmou Company, holding the exclusive online dissemination rights of Empresses in the Palace, sent two notices to platforms (Kuamou and Huanmou) about an allegedly infringing “meme” video. The platforms rejected the notices, claiming a lack of substantial similarity comparison. The court found the video substantially similar to the copyrighted work, infringing Youmou’s rights. When considering effective notices, the court analyzed four factors: the platform’s role as an information transmitter, the balance in the safe – harbor rule, the characteristics of “meme” videos, and legal provisions on preliminary evidence. It concluded that in “meme” video infringement disputes, rights – holders’ notices don’t need a specific substantial similarity comparison. The platforms’ rejection of Youmou’s notices was improper and they should bear liability for assisting in infringement.

China National Intellectual Property Administration and Finnish Patent and Registration Office Launch Pilot Project of “China – Finland Liaison Mechanism”

To better serve China – Finland economic and trade exchanges and help enterprises from both countries address intellectual property issues in each other’s markets, the China National Intellectual Property Administration (CNIPA) and the Finnish Patent and Registration Office have jointly launched a pilot project of the “China – Finland Liaison Mechanism” after consultations. Each bureau will appoint an IP liaison officer to offer consulting services on IP – related issues for Chinese enterprises in Finland and Finnish enterprises in China, facilitating effective IP protection. Chinese enterprises can contact CNIPA’s liaison officer, Li Ruifeng, at ip_support@cnipa.gov.cn, and Finnish enterprises can reach their liaison officer via int_affairs@prh.fi. The one – year pilot project runs from April 1, 2026, to March 31, 2027.


China National Intellectual Property Administration and Hungarian Intellectual Property Office Extend the Pilot Project of “China-Hungary Liaison Mechanism”

To promote Sino – Hungarian IP cooperation and serve enterprises, the China National Intellectual Property Administration (CNIPA) and the Hungarian Intellectual Property Office will extend the “China – Hungary Liaison Mechanism” pilot project for five years (April 1, 2026 – March 31, 2031). Both sides will appoint IP liaison officers. Chinese enterprises in Hungary can consult Li Ruifeng at ip_support@cnipa.gov.cn, and Hungarian enterprises in China can contact Ms. Zsuzsanna Várfalviné Tari at zsuzsanna.tari@hipo.gov.hu.
