The Fourth Qinchuangyuan High – value Patent Competition Concluded
On November 25, the final of the Fourth Qinchuangyuan High – value Patent Competition took place in Xi’an. As a significant brand event for intellectual property transformation in Shaanxi, it’s been held for four consecutive years, serving as a key platform for integrating the “four chains” in the intellectual property field.
Jointly hosted by multiple provincial departments and organized by relevant platforms, with the theme of “Intelligent Innovation Engine, Patent Leadership”, the competition met the needs of innovation and industrial development. Since July, it attracted 346 projects from strategic emerging industries. After over five months of competition, 33 projects advanced to the final.
At the final, project teams showed their advantages through roadshow defenses. A jury of 14 experts evaluated the projects. An “AI Event Assistant” was innovatively set up. All short – listed teams will get post – event services.
As a “springboard” for innovation integration in Shaanxi, the competition adheres to certain principles. So far, it has attracted over 1,000 enterprises, gathered over 100 service institutions, achieved a 551 – million – yuan patent transformation amount, and promoted the establishment of eight award – winning project units in Shaanxi.
One Region, One Industry Chain: Patent Transformation in Jiangxi Activates New Industrial Momentum
Since 2025, the Jiangxi Provincial Market Supervision and Administration Bureau has initiated the “One Region, One Industry Chain” patent transformation activity. It aims to solve the “last – mile” problem of patent transformation and boost high – quality industrial chain development by aligning innovation with industry. The provincial government strengthened policy synergy through cross – departmental cooperation, formulating 18 – measure policies. The activity focuses on precise matching of “double – five – star” patents. By September 2025, 16,000 valid patents were inventoried, over 14,300 enterprises accessed patent technologies, and more than 10 transformation events were held. From January to September 2025, patent transfers increased 11.5% year – on – year to 14,700. To address financial issues, Jiangxi established a relevant model and launched pilot projects in Nanchang and Ganzhou. The intellectual property pledge registration amount reached 12.183 billion yuan, an 8.43% year – on – year increase. The bureau will continue to build a long – term transformation mechanism and promote local industrial development.
Jiangxi’s Patent Authorization Volume Continues to Grow
The patent authorization data from January to September 2025 shows that Jiangxi Province has seen a continuous increase in patent authorization volume. The invention patent authorization volume rose by over 20% year – on – year. From January to September, the total patent authorizations in Jiangxi reached 35,769, with 9,101 invention patents (a 20.46% year – on – year increase, 25.44% of the total), while the national invention patent authorization volume declined.
Jiangxi has formed a collaborative innovation pattern with enterprises as the main force. By the end of September, the province had 55,836 valid invention patents, with enterprises holding 40,187 (71.97%). Universities and research institutions had 10,819 and 2,589 respectively.
In international patent layout, from January to September, there were 144 PCT international patent applications involving 89 units. Enterprises submitted 113 applications (78.47%). Although the total volume lags behind advanced domestic regions, the high proportion of enterprises shows the growing awareness of using international IP rules.
Qinghai Province Releases Patent Navigation Results for Salt Lake Potassium and Extraction-based Lithium Extraction Industries
Recently, the Qinghai Intellectual Property Office and the Golmud Kunlun Economic and Technological Development Zone Management Committee jointly released the results of “Patent Navigation for Qinghai’s Salt Lake Potassium Industry” and “Patent Navigation for Extraction-based Lithium Extraction Industry” in Golmud, offering innovation guidance for the province’s salt lake industry.
The “Patent Navigation for Qinghai’s Salt Lake Potassium Industry” identified industry advantages and weaknesses. A “strengthening, enhancing, and supplementing the industrial chain” plan is proposed. The “Patent Navigation for Extraction-based Lithium Extraction Industry” focused on technological breakthroughs and bottlenecks. A “technology breakthrough + resource integration” strategy is put forward.
Going forward, Qinghai will build an intellectual property full-chain enabling system for key industries, promote the construction of an industrial intellectual property operation center, implement a service model, and replicate the successful experience of patent navigation in the salt lake field to stimulate industrial innovation.
Shanghai Revises and Optimizes the Business Environment Regulations: Curbing Arrears to SMEs and Cracking Down on Malicious Trademark Registration
The revised “Regulations of Shanghai Municipality on Optimizing the Business Environment” will add new clauses. These include preventing large enterprises from abusing their dominant position to delay payments to SMEs, strengthening network information content management, curbing malicious intellectual property litigation, and cracking down on malicious trademark registration. The “Decision of the Standing Committee of the Shanghai People’s Congress on Amending the Regulations” was passed on November 26 and will take effect on January 1, 2026. This is the fourth amendment since 2020, aiming to implement policies, align with the World Bank’s new system, and improve the business environment. The revision focuses on opening – up, innovation, market order, etc. New clauses implement new laws and summarize local experiences. It also deepens the “One – Network Service” reform, standardizes inspections, promotes internationalization, and emphasizes talent development and support for innovation and entrepreneurship.
Filing of large sequence listings
On November 28, 2025, a revised decision and notice were issued to explain large sequence – listing filing, including using physical data carriers if necessary. As part of the European patent grant procedure’s digital transformation, the President’s decision on sequence – listing filing was updated to clarify the process and comfort applicants. In biotech patent applications, sequence listings can be very large, surpassing normal electronic – filing upload limits. Even after Online Filing (OLF) was decommissioned at the end of 2025 for OLF2.0, using physical data carriers for large sequence listings is still allowed, though it’s rare. Users can still use approved data carriers like USBs, CD – ROMs, and DVDs when the XML sequence listing (filed for application or search) exceeds the EPO’s 50 – MB upload limit.
EPO President Marks 105 Years of Serbia’s IP Office
On November 25, 2025, EPO President António Campinos attended an international conference in Belgrade for the 105th anniversary of the Intellectual Property Office of the Republic of Serbia (IPO RS). In his opening speech, he congratulated Serbia on innovation progress and noted EPO’s support since 2004. He emphasized the successful partnership between the EPO and IPO RS.
Over 150 participants, including Serbian officials and representatives from international IP organizations, attended the event.
During the visit, Campinos had two high – level bilateral meetings. On November 24, he met with IPO RS Director Vladimir Marić to discuss cooperation. On November 25, they met with Serbian Minister of Justice Nenad Vujić, presenting the EPO’s Legal Interactive Platform. The event strengthened the EPO – Serbia partnership and reaffirmed their commitment to a knowledge – driven future via IP.
