Shandong Rizhao Holds Patent Transformation Centralized Signing Event to Boost Industrial Innovation and Upgrading with Intellectual Property
On November 14, Rizhao, Shandong, held a patent transformation centralized signing event. Through precise cooperation among the government, enterprises, and research institutions, Rizhao Vocational and Technical College signed 34 projects with 7 units in key industries. Officials like Zhang Shanguo and Zhao Jiatao attended. Zhang emphasized the role of intellectual property, while Zhao praised Rizhao’s progress and gave suggestions. China National Intellectual Property Administration Announces Decision to Amend the Patent Examination Guidelines
The China National Intellectual Property Administration (CNIPA) announced an amendment to the Patent Examination Guidelines effective January 1, 2026. The amendment aims to improve patent examination standards for new fields and business models, addressing issues in practice. It has three main aspects: 1. Improving protection for new fields: It clarifies plant variety definitions, adds AI ethics considerations, and has special provisions for bit – stream patent applications. 2. Optimizing examination standards: It improves same – day application handling, clarifies inventiveness features, and regulates malicious invalidation requests. 3. Standardizing examination practices: It defines on – demand examination, specifies rules for non – priority divisional applications, and clarifies priority transfer document requirements.
Shandong Jinan Laiwu District Exceeds 4.5 Billion Yuan in Patent Pledge Financing
In the first three quarters of 2025, Laiwu District in Jinan, Shandong added 67 patent pledge financing deals worth 602 million yuan, ranking second in the city. The total patent pledge financing in the district has exceeded 4.5 billion yuan.
The Market Supervision Administration of Laiwu District has strengthened patent pledge financing services. It established a four – in – one docking model, breaking cooperation barriers between enterprises and financial institutions. Over the past four years, over 4.5 billion yuan in financing benefited over 300 enterprises, and over 20 million yuan in subsidies were issued. The district’s intellectual property work was recommended by relevant media.
Next, the administration will transform services from “extensive support” to “targeted assistance”, explore integrated development of intellectual property and quality, and promote the agglomeration of resources in SMEs for new productive forces development.
Qinghai Province Releases Results of New Energy Storage Industry Patent Navigation Project
On November 18, 2025, the Qinghai Provincial Intellectual Property Office released the results of the new energy storage industry patent navigation project in Xining. The project aims to optimize innovation resource allocation, assist enterprises in R & D layout, and support the high – quality development of the new energy storage industry in Qinghai.
At the press conference, the project implementation unit interpreted the core results, sorting out the industry’s overall trend and status from a patent perspective, defining the positioning of core elements in the industrial chain, analyzing advantages and shortcomings, and proposing development paths and suggestions.
New energy storage is vital for the new power system, “dual – carbon” goal, and new energy productivity. Qinghai, rich in lithium resources, has seen growth in emerging technologies. The patent navigation clarifies key paths for industrial optimization and innovation, providing intellectual property support for the energy storage industry and green energy transformation.
The Qinghai Provincial Intellectual Property Office will deepen patent navigation effectiveness, promote the integration of results with industrial development, and strengthen intellectual property leadership in the new energy storage industry to help Qinghai become a national clean energy high – ground.
Market Supervision Administration Plans to Issue New Rules for E-commerce Platforms to Assist in Investigating Trademark Infringement
On November 14, the State Administration for Market Regulation (SAMR) announced a draft regulation on e – commerce platforms’ assistance in trademark infringement investigations and is seeking public opinions. With the growth of China’s e – commerce, trademark infringement in this sector has gained more attention. The market supervision department has been cracking down on such cases, investigating 27,000 intellectual property infringement cases (including trademarks) in the first three quarters this year, with an involved amount of 468 million yuan and transferring 742 suspected criminal cases to judicial authorities. The draft specifies four main measures for e – commerce platforms to assist in investigations: informing platforms to take protection measures when there is preliminary evidence; requiring platforms to mark involved stores and products and demand information from operators when contact is difficult; defining jurisdiction and cooperation for multi – region cases; and investigating platforms that facilitate infringement.
Boosting Trademark Brand Upgrades: Second Batch of Municipal Trademark Brand Guidance Stations Inaugurated in Taiyuan, Shanxi
Recently, the second – batch inauguration of Taiyuan’s municipal trademark brand guidance stations took place at Yingze District’s Smart Industrial Park Station. Seven new stations were added, bringing the total to 15, covering entities like industrial clusters, malls, and social orgs, and achieving full – coverage of grass – roots trademark services.
The Taiyuan Market Supervision and Administration Bureau has been implementing the national IP – building plan, using these stations to extend services to the grass – roots. The eight stations inaugurated in 2024 had great results. For example, Wanbailin District’s station was on the national “Thousand Enterprises, Hundred Cities” list, as was the “Wenlong Zhongmei” trademark it served.
The bureau will keep optimizing the full – chain service of these stations, improving IP protection and assistance, and deepening brand – patent coordination. It aims to offer integrated trademark services to market entities and promote the upgrade of the city’s trademark brands.
Jiangxi Ganzhou Three Enterprises’ Trademarks Win Provincial Trademark Brand Honors
Recently, an exhibition event hosted by the Jiangxi Provincial Market Supervision and Administration Bureau was held in Nanchang. Three trademarks from Ganzhou enterprises won the 2025 Jiangxi “My Favorite Trademark Brand Story” award. The event, starting in May, collected brand – story short videos from provincial enterprises. The Ganzhou Market Supervision and Administration Bureau used this opportunity to promote Ganzhou’s trademark brand stories.
In recent years, Ganzhou has emphasized trademark brand cultivation. This year, “Huichang Duhao” won a gold medal, “Huichang Dried Tofu” was recognized as a geographical indication product, and Ganzhou led the province in such products. Gannan Navel Orange and Gannan Camellia Oil were short – listed in the top 100 regional brands, with the former ranking first among fruits for 11 years. Two Ganzhou enterprises achieved a “zero breakthrough” in the “2025 China Brand Value Evaluation”.

Turning tech into capital: EPO to present new innovation case studies at SLUSH 2025
On November 19, 2025, the European Patent Office (EPO) will participate in SLUSH 2025. EPO reps will co – host a workshop with the Finnish Patent and Registration Office, with input from the European Innovation Council and venture capital experts. The EPO will present its first investment – focused innovation case studies, revealing the link between IP and funding. These studies explore why patents attract investors. A private venture capital investor who wrote one of the case studies will share insights. The EPO and PRH will showcase free, data – driven tools and support programmes. The workshop can be attended in – person, with or without a SLUSH ticket. Registration is available via the provided link. The new case studies will be integrated into the EPO Observatory’s Financing innovation programme.
