In accordance with the Memorandum of Understanding on the Remittance of Fees under the Patent Cooperation Treaty (PCT) signed between the China National Intellectual Property Administration (CNIPA) and the World Intellectual Property Organization (WIPO), as well as the Notice on the Pilot Project of the China-EU PCT International Searching Authority for Collecting International Search Fees of the European Patent Office (EPO) in RMB, CNIPA collects the international phase fees of PCT applications on behalf of the WIPO International Bureau and the EPO in accordance with the RMB standards announced by WIPO.
The fee standards to be implemented on January 1, 2026, represent an increase compared with those effective from July 1, 2025!
Pursuant to the RMB standards for PCT application international phase fees announced by WIPO and effective from January 1, 2026, CNIPA will collect the international phase fees of PCT applications in accordance with the following standards.
PCT Application International Phase Fee Standards (Currency Unit: RMB Yuan)
- International application documents not exceeding 30 pages: 11,910
- Additional fee per page for pages exceeding 30: 130
- Reduction for electronic submission (PDF format): 1,790
- Reduction for electronic submission (XML format): 2,690
If adjustments to the standards are required due to excessive exchange rate fluctuations or other reasons, a separate announcement will be made.
These standards shall apply to the international application fees, international preliminary examination handling fees of PCT applications filed with CNIPA on or after January 1, 2026 (inclusive of the date of receipt), and the international search fees of PCT applications selecting the EPO as the International Searching Authority.
Except for the fees collected on behalf of the International Bureau, the standards for fees collected by CNIPA (such as search fees) remain unchanged. For details, please refer to the
